Gov. Dave Freudenthal’s State of the State address, which kicked off the 2008 Budget Session of the 59th Wyoming State Legislature, was upbeat (we are in great economic shape while the rest of the country struggles), conservative (revenue surpluses are leveling off, don’t overdo it), and strangely muted - after some initial bursts of applause, the gathered senators and representatives mostly sat on their hands. And the governor, who has his comedic moments, got serious after the first few minutes and stayed that way for nearly an hour. (Later, he told me he was going home to bed - the crud must be tamping everyone down.)
